Operations

The Northeast Region (NER) Civil Air Patrol (CAP) is comprised of a CAP Wing in each of the 9 northeast states - Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, and Pennsylvania. These wing conduct a variety of operational activities.  Most of these operational activities are done in CAP's role as the United State Air Force Auxiliary as Defence Support to Civil Authorities (DSCA) missions under Title10.  In addition, NER wings provide assistance to State and Local authorities in many cases before there is a defined Federal interest under Title 36 as well.

To exercise oversight of these activities the NER Operations Department is organized into 5 functional areas (Sections): Special Missions - Counterdrug (CD) Operations, Homeland Security (HLS) / Air Defence Mission Operations, and MQ-9 Chase Mission Operations; Region Coordination Center Operations - FEMA Regions I, II and III Liaison and RCC Training; Aircrew Standardization and Evaluation (Stan/Eval) – Stan/Eval for Powered Aircraft Operations and Stan/Eval for Glider Operations; Aircraft Maintenance – for Powered Aircraft and for Gliders; and Mission Support Administration.

Each Section within the Operations Department has one or more staff (subject matter experts) that is responsible for the specific areas assigned.  Each of the staff listed in the right hand menu has a web-page that contains the specific information for that function.

Region Coordination Center Operations

The NER Region Coordination Center (RCC) is the central point of contact to coordinate tasking received in response to a federally mandated disaster, for any missions that crosses wing boundaries, or when directed by the Northeast Region Commander (NER/CC) or designee. This provides our federal customers with a central point of contact to execute tasking rather than dealing with 9 separate points of contact.

The Region Coordination Center (RCC) Staff consists of the Director of RCC Operations, NER FEMA Regions I, II, & III Liaison Officers, and the RCC Exercise Coordinator. The Director has oversight over all RCC Operations. The NER FEMA LO is assigned to each FEMA Region and provide on-site interface with the assigned region during periods when the RCC is inactive; when the FEMA RRCC is activated the NER FEMA LO provides initial support and interface between the FEMA Region RRCC and the RCC Mission Base. The RCC Exercise Coordinator provides training exercises designed to ensure that the RCC has a fully trained staff to execute tasking received from the FEMA Region RRCC during a federally declared disaster.
